A hint of what the government’s explanatory statement on the White Paper will contain is given today by the Daily Herald, government organ. The statement will make clear that the government does not regard unfavorably the exclusive employment of Jewish labor on Jewish land and Jewish enterprises and that it has no intention of stipulating that while some Arabs are unemployed Jewish immigration must be restricted, the Daily Herald forecasts.
As proof that normal conditions have been restored, the Daily Herald points to the release of 1,500 certificates for Jewish immigration under the labor schedule. Moreover, the government organ concludes, the new declaration will make it clear that there is no intention of altering the interpretation placed upon the Mandate by successive British governments since 1922.
Premier MacDonald yesterday told the House of Commons that no ordinances would be promulgated based on the White Paper until after the debate on Palestine had been held. The debate is scheduled for Monday or Tuesday. The Prime Minister’s announcement is in accord with the forecast of the Daily Herald.
