Malka Bregman, a widow, and her two small children were ordered released after spending sixteen and one-half months at Ellis Island, as she succeeded in passing a therapy test. The woman had been held for this length of time for failing to pass the first examination, and because the immigration authorities refused to give her a reexamination.
