Back from Beirut, where they had conferred with the exiled ex-Mufti of Jerusalem, five Palestine Arab leaders revealed today that three conditions had been set for fulfillment before an Arab delegation approved by the Moslem leader would participate in the British-Arab-Jewish conferences in London. They listed the conditions as follows:
1) That Great Britain recognize that the Balfour Declaration had been fulfilled, since 400,000 Jews had settled in Palestine, and that Jewish immigration henceforth be halted; 2) that an Arab State, with a Jewish minority, be constituted; 3) that adherents of the ex-Mufti’s opponent, Ragheb bey Nashashibi, former mayor of Jerusalem and leader of the Arab moderates, be excluded from the conferences, and that the Muftists be the sole Palestine Arab representatives.
The Arab leaders, themselves recently released from exile in the Seychelles Islands, said the ex-Mufti was prepared to go to London himself if the conditions, to be forwarded by the Egyptian Premier, are accepted.
