New York City Mayor Rudolph Giuliani said the city is vulnerable to a chemical weapons attack. His comment came days after the FBI arrested two Nevada men on charges of possessing a dangerous biological agent believed to be anthrax. One of the men was later released after it was determined that the anthrax in their possession was non-lethal. The second man, Larry Wayne Harris, on probation for an earlier conviction, was held for a detention hearing.
