New Zionist Executive Appeals to Jewry for Generous Support in Difficult Task

The policy of the new Zionist Executive elected by the Fifteenth Zionist Congress after a prolonged deadlock centering around the choice of candidates for the Jerusalem triumvirate was outlined in a statement issued yesterday, the first official document of the new body.

The statement, which is signed by Dr. Chaim Weizmaun. Dr. M. D. Eder, Col. Frederick H. Kisch, Louis Lipsky, Nahum Sokolow, Felix Rosenbluth, Harry Sacher and Miss Henrietta Szold views as the chief task of the Zionist administration the necessity of consolidation, which requires the balancing of the budget so that the way may be paved for a period of expansion of Zionist work.

The Executive expresses confidence that it will have the cooperation of the Palestine and British government and calls upon all factions of the Zionist movement for cooperative effort and, when necessary, sacrifices for accomplishing the task facing the Zionist movement.

The statement declares that the Zionist Executive took office under difficult circumstances but it is confident that the task can be successfully performed if it will have the steady and determined support of all to whom the building of a Jewish Palestine is dear. The vital task of the new Executive is consolidation and expansion. The first obligation the new Executive has assumed is that of balancing the budget and introducing such changes and economies which are necessitated by the present financial conditions and the dictates of efficiency.

“The new Executive represents no party and will serve no other purpose but the welfare of the Jewish Palestine as a whole; it will be governed by no prepossessions and will be free from bias. Therefore, the Executive expects the generous cooperation of all elements of the movement. If decisions will be made which call for sacrifices, the Executive is entitled to ask for the support and cooperation of all, including those of whom the sacrifice is required,” the statement declares.

“Palestine must in the first instance he called upon for self-abnegation, but because of the fact that Palestine will ultimately enjoy the fruits of these sacrifices, the Executive is confident that Palestine will give it a generous measure of cooperation.

“The problem of unemployment is grave and urgent. Special financial efforts are being made and nothing will be spared within the limits of financial stability to mitigate the sufferings caused by unemployment. The spiritual values of the Jewish National Home are as dear to the new Executive as they were to any of its predecessors. It will preserve them inviolate.

“The Zionists of the Diaspora have also a duty to perform. They must provide the means for accomplishing the task with which they have entrusted the Executive. While inviting the cooperation of every element of the Jewish people, the new Executive will strive likewise for cooperation with the administrative authorities responsible under the mandate for the government of Palestine and the promotion of the establishment of the Jewish National Home. The Executive believes that it is assured of sympathetic support and understanding from the British and Palestine governments.”
