New Zionist Organization Represents All Jewry, Constitution Declares

“The New Zionist Organization is not a Jewish party, it represents Jewry itself,” declared Oscar Rabinowich today, outlining the organization’s constitution at its constituent congress being held in the Vienna Concert Hall.

The constitution recognizes every Jew and Jewess throughout the world, regardless of class or private views, as being automatically a member of the new organization, Rabinowich said.

Previously, the Zionist Revisionist leader declared the new organization would demand recognition from the Mandates Commission of the League of Nations and from Great Britain as the Jewish Agency for Palestine provided for in the mandate.

He disclosed the new organization, formed by right-wing Zionists who recently split away from the World Zionist Organization, will eventually seek a seat in the League.

The constitution, which was adopted today, recognizes observance of religious traditions and says the new organization will con-

sider Hebrew as the national language of the Jewish people. It will not, however, recognize class differences in Jewry, “until the final aim of establishing the Jewish state has been achieved.

The Jewish State, the constitution declares, must be on both sides of the Jordan and must serve as “a place for the repatriation of all Jews living in the Diaspora against their will.”

Every Jew will be asked to contribute one pound (about $5) a year towards capitalizing a new bank which the organization intends to establish in Palestine, Dr. Abraham Weinschal, president of the Palestine Zionist Revisionist Organization, said.

The purpose of the bank will be to help Jews migrate to Palestine by aiding them to liquidate their property in the Diaspora. It also intends to finance cooperative undertakings for artisans, industrialists and farmers in Palestine.

Dr. Weinschel denied the World Zionist Organization is in any way responsible for Palestine’s present prosperity. “The prosperity which Palestine is now enjoying,” he said, “is due largely to private initiative.” He criticized the WZO for not combatting land speculation in Palestine.

“The old organization,” he said,” exists chiefly because it controls the distribution of immigration certificates to Palestine, which it is utilizing to create artificially in Palestine a majority holding special views which are in opposition to those of the majority of Jews in the Diaspora.”

He accused the WZO of paying no attention to the justified demands of the farmers and industrialists. He denounced the proposed legislative council for Palestine and assailed the dearth of Jewish officials in the country.

A heavy police detachment guarded the hall following the arrest today of three Communists who attempted to distribute leaflets.

The Austrian government today invited all foreign journalists covering the congress to a tea arranged by the Foreign Ministry. Postal authorities have established a branch post-office in the congress building and are postmarking all mail sent from there with the NZO insignia.

Meanwhile, a daily congress newspaper in German appeared for the first time today.

Last night, M. Berchin, member of the World Central Committee of the Zionist Revisionist Organization, at a memorial meeting

eulogized Chief Rabbi Kook, Alfred Dreyfus, Baron Edmond de Rothschild, Marshal Pilsudski, and Queen Astrid of Belgium.
