The immediate return to artisans of their tools and machinery which financial agents had confiscated for unpaid taxes was ordered today by the Commissar of Finance in instructions issued to all financial departments in Russia. The instructions also order that unpermissible errors in taxing artisans should be rectified at once and that all debts for taxes of previous years should be entirely cancelled and hopeless debts should be written off. The instructions were issued at the request of the Central Executive Committee of the Communist Party.
