The newspaper El Pais recommended editorially today that the forthcoming Pan-American Conference in this city, called to consider Western Hemisphere defense, take up the question of the hundreds of thousands of refugees who will be streaming to the American continent as a result of Nazi conquests in Europe.
The editorial, indicating that it expressed the views of the Cuban Foreign Ministry as well as of El Pais, said that special attention should be given at the meeting to the question of Jewish refugees who had found refuge in France and other European countries now under Nazi domination and who were now forced to resume their flight.
While it was important to guard against the refugees becoming a charge on American governments, the newspaper said, it was also the clear duty of those governments to afford them protection and hospitality in their flight from Nazi persecution.
