President Bush endorsed British efforts to convene a conference to help the Palestinians once Israel withdraws from the Gaza Strip. The British reportedly do not want Israel to attend the conference, tentatively set for February. British Prime Minister Tony Blair, who will visit the Middle East this week, will attempt to persuade Israel that the conference will be narrowly focused on helping the Palestinians build the institutions of state, a goal Israel supports.
