President Clinton on Tuesday again called on Congress to pass tougher hate crimes legislation. He criticized Republican lawmakers for dropping provisions that would make it easier for the federal government to investigate and prosecute hate crimes and would expand laws to include crimes motivated by a victim’s sexual orientation, gender or disability.
