A proposal to place a special officer on every steamer carrying fifty or more emigrants speaking the same language will be presented to the League of Nations by the International Labor Office.
This proposal, decided upon at a meeting of the International Labor Office held here today, is intended as a means of protection for emigrants.
According to the proposal each special officer will have to have a transiator with him who understands the language of the emigrants on the steamer. It also provides that where there are fifteen or more women emigrants, the steamer must provide a special attendant for the purpose of giving the women emigrants whatever physical and moral assistance they may require.
