Division of Palestine into two states under a federal government is proposed today by Sir Stafford Cripps, radical laborite Member of Parliament, in a letter to the Manchester Guardian. Sir Stafford’s suggestion is made as a solution to the present critical situation.
The letter proposes an agreement to limit immigration to the average that prevailed between the years of 1925 and 1929 and cessation of land acquisition by Jews to permit discussion of the following points:
1) Division of the country into two autonomous states under a federal government;
2) Each state to have full control of immigration and land;
3) Freedom of trade and transport between the states guaranteed;
4) Great Britain to give the Arab state a loan to bring their educational and agricultural standards on a level with those of the Jewish state;
5) The federal government to be primarily concerned with foreign relations, posts and telegraph and similar matters, as well as all questions referred to it by agreement of both states.
