to a complete shutting off of immigration because, he said, he did not think it right and because such a plan would not pass the House.

All suggestions to limit the debate and force a vote by a certain date have thus far failed and it is altogether uncertain how long the present discussion will last. At any time Senator Allen may offer his selective immigration bill as a solution of the entire problem, both Mexican and general, and it is quite possible that the Senate, worn out with the discussion, may accept it because of its endorsement by the administration.
