Registration of all immigrants immediately upon arrival in this country under the United States Bureau of Naturalization was advocated today by James J. Davis, Secretary of Labor, in an address before the local Chamber of Commerce Americanization Committee.
Pointing out that of 14,000,000 aliens in this country, 8,000,000 are not citizens, the Secretary suggested that enrollment for a preparatory course in citizenship could be defrayed by the immigrants themselves paying a $10 fee to cover instruction in the English language and American history. The Secretary urged passage of a law by Congress making compulsory the enrollment of every foreign-born person in the country.
