A bill that would have made religiously affiliated universities and colleges in New York State eligible for direct state aid was vetoed by Gov. Nelson A. Rockefeller yesterday. The Governor said he rejected the measure because it would violate the state constitution but that in principle, he supported state aid and wanted the constitution amended to permit it. He noted that he had proposed an amendment and said, “I still feel that the adoption of such amendment to permit state aid to be given to these institutions of higher learning is desirable and in the best interests of the people of the state.”
