The first group of Jews who are not citizens of Soviet Russia received permission to settle on the land allocated for Jewish colonization. The group was organized in Latvia, formerly part of the Russian Empire.
Due to unemployment prevailing in Latvia, the Ossek, a society for the support of Jewish colonization work in Russia, is organizing groups of Jewish unemployed. The Ossek communicated with the Ozet, the Soviet governmental department for Jewish colonization, which invited 30 settlers to come to Russia to settle in the new Jewish district.
