Sub-committee on Partition Completes Report; Asks U.N. Members to Aid Implementation

The sub-committee on partition of the Ad Hoc Committee on Palestine today wound up its four weeks of deliberations and sometimes frenzied negotiations by adopting a report to the General Assembly recommending the creation of Jewish and Arab states and urging all members of the U.N. to assist in implementing the recommendation.

The final resolution adopted by the sub-committee calls on the inhabitants of Palestine “to take such steps as may be necessary on their part to put the partition plan in effect.” It also appeals to all governments and all peoples to refrain from taking any action which might hamper or delay the carrying out of these recommendations.

The Security Council is urged in the resolution to take the necessary measures, as provided for in the partition plan, for its implementation. The Trusteeship Council is to be informed of the responsibilities envisaged for it in the plan.

The resolution emphasizes that the present situation in Palestine is one which is likely to impair the general welfare and friendly relations among nations. It takes note of the declaration made by the British Government that it plane to complete the evacuation of British troops and administration from Palestine by August 1, 1948.

U.S. STILL FAVORS INCLUSION OF AQABA DISTRICT IN ARAB STATE

The American delegation struck a note of discord when it announced that although it will join in the unanimous presentation of the sub-committee report to the Ad Hoc Committee, it maintains its reservation about the inclusion in the Jewish State of the important Aqaba area of the Negev, which is the door to the Red Sea, and has oil and uranium potentialities.

Speaking for the American delegation, U.S. delegate Herschel Johnson announced that the U.S. may bring up the question of the Aqaba area before the Ad Hoc Committee. Last week, Johnson announced at a public session of the sub-committee that the American delegation would agree to the UNSCOP-recommended inclusion of the Aqaba area within the Jewish state providing that the Jews agree to cede the Beer-sheba district of the Negev to the Arab state. To this the Jewish Agency consented and declared its intention to transfer to the Arabs about two million dunams of Negev land along the Egyptian front and 300,000 in the Beersheba area.

At its concluding session the sub-committee decided unanimously to place the city of Jerusalem under the Trusteeship Council. The decision provides that a U.N. trusteeship of Jerusalem should be established no later than October 1, 1948.

Late last night the partition sub-committee adopted a proposal suggested by (##) mann of the Jewish Agency that the British withdraw by February 1, (##) from an area in the Jewish state including a seaport and sufficient hinterland, and that Jewish immigrants be permitted immediate free entrance to this area under Jewish supervision.
