Syria is testing chemical weapons, helps fund Hezbollah and is unhelpful in Iraq, Secretary of Defense Donald Rumsfeld said, but that does not rule out U.S.-Syria engagement. In his testimony Wednesday before the Senate, Rumsfeld said Syrian President Bashar Assad was working with Iran to fund Hezbollah, bringing members down through Damascus into Lebanon and into Israel.
