Overseas communication was resumed today in Israel when communication workers returned to their jobs under an unprecedented order from the Ministry of Labot to end their strike or face fines and jail terms.

Some 700 local telephone exchange operators continued on strike but the effects of their absence were limited. The strike was called last week for higher grading under a new Civil Service classification program.
