The 40th anniversary session of the United Nations General Assembly in New York later this month will give Premier Shimon Peres an opportunity to engage in personal diplomacy. His aides say he hopes to meet with 15 heads of government, in addition to President Reagan. High on his list are the leaders of India, Poland and Hungary, countries which have no diplomatic relations with Israel. Peres also hopes for a summit meeting with Egyptian President Hosni Mubarak, possibly during the General Assembly session. His aides say that would depend on the status of the Taba dispute at the time.
