The Polish Parliament passed a bill to compensate owners of property seized before the Communist regime fell in 1989. But President Aleksander Kwasniewski is likely to veto the bill, which would exclude people who do not hold Polish citizenship, including Jews who left during the Nazi era and their descendants.
