In your recent editorial you referred to certain events associated with the anti-Semitic Black Hundreds of Russia. The Beilis “ritual murder” trial was one of them. There is, however, a wide difference between an event and a system of propaganda. In the bag of tracks that make up the technique or system of German propaganda, the staged court trial, used as a sounding board or platform for the concoction of press news for foreign or domestic consumption, is part of an artificial system for creating an “instructed” world opinion that may be used to further German political designs. But German propaganda uses many other kinds of tricks besides faked court trials. It is an empirical science, based on psychological reactions. It does more than “instruct” world opinion. It organizes it.
