The United States and West European delegates attending the Helsinki Act review conference here blocked a Soviet move to allow the Palestine Liberation Organization to address the confab. The Soviet delegate, Yuri Vorontsov, said the PLO had asked to participate and the Soviet Union accepted the request. Arthur Goldberg, head of the U.S. delegation, noted that all non-European Mediterranean countries, which includes Israel and some Arab countries which border on the Mediterranean, had been invited to address the conference but not “groups or organizations.” He said the Soviet proposal was “purely a propaganda stick, as it was known it would be rejected.”
