President Truman said today at his press conference that the Security Council requested the Middle East arms embargo several months ago and implied that until the Council rules that it be lifted the U.S. can take no action to modify the ban.
The President also said that Israel has made no formal application for a loan that he is aware of and that if such an application is received, it will have to go through the regular channels just like any other loan application.
(The President apparently referred to the General Assembly resolution of last November 29, rather than to any request of the Security Council. The Assembly appealed “to all governments and all peoples to refrain from taking any action which night hamper or delay the carrying out of these (partition) recommendations.” This Paragraph was interpreted by the State Department as a U.N. request to refrain from sending military supplies to either side.)
