U.N. Secretary-General Kofi Annan, after presenting proposals to Palestinian Authority President Yasser Arafat, said he is “hopeful” about ending the wave of Israeli-Palestinian violence that has killed at least 88 people, most of them Palestinians. After meeting with Israeli Prime Minister Ehud Barak a few hours later, Annan said he was involved in a period of “delicate and acute diplomacy.”
