Rep. Sidney R. Yates of Illinois said today that the Navy’s refusal to promote Captain Hyman George Rickover, designer of the nation’s first atomic submarine, is “one of the most shocking examples of waste and profligacy” committed by the armed forces.
Rep. Yates called upon the Senate Armed Services Committee to withhold confirmation of naval protmotions until it could determine whether Capt. Rickover’s forced retirement would jeopardise the completion of the first U.S. atomic submarine. Last July a naval selection board passed over Capt. Rickover’s name for the second time on a list of captains eligible for promotion. Because of the board’s decision, Capt. Rickover will be forced to retire after 30 years of service.
