The Virgin Islands are not being considered as a possible haven for refugees, contrary to a report appearing in a New York newspaper, it was learned at the State Department today. Refugees entering the islands must do so under the United States quota and alteration of present immigration laws would be necessary to open up the islands to new settlers, it was understood.
