Say Latvia Would Violate Minority Pact

The Latvian Government has filed a statement for the consideration of the Council of the League of Nations, setting forth reasons for its failure to sign the declaration guaranteeing the rights or minority nationalities. Several of the paragraphs of this declaration are said to be contradictory to the Latvian constitution.

A counter memorandum disclosing the real reason for Latvia’s attitude has been presented by the Committee of Jewish Delegations of Paris. The reason, the Committee asserts, is Latvia’s disinclination to honor the minority pact.
