General Popovicci, the military commander of Bessarabia, has issued instructions that all alien refugees must leave the country by October 1.
The order makes no exceptions and includes within its scope those refugees for whom Dr. Nansen of the League of Nations’ Russian Refugee Commission recently appealed. Through Dr. Nansen’s intervention orders were given in the Spring to delay enforcement of the expulsion order until some place was obtained where the homeless aliens might find abode.
The present order, however, requires all aliens to be out of the country by October whether they have found a place to go or not. It is estimated that some 10,000 refugees are affected by the ruling.
