Lithuanian Sejm Rejects Pro-minorities Clause

The National Assembly rejected finally the resolution favoring the ratification of the Government declaration for the safeguarding of the minorities’ rights. The vote was 30 to 28. In place of the resolution incorporating the safeguards into

the Constitution of Lithuania, there remains merely the Government’s declaration that the rights will be observed. This is considerably less than is demanded by the Council of the League of Nations, requiring the minority clauses to become part of the Constitution, a guarantee by the Government being less binding upon the state.
