Because Ukrainian Deputy Wasiltschuk demanded the elimination of the item of 1,000 chains at 120,000,000 zlotes from the budget of the Ministry of the Interior, he was set upon and beaten by the Polish Deputies. In a discussion on the budget, Wasiltschuk declared that the chains were intended chiefly for political prisoners, and Socialist Deputy Prager, supporting Wasiltschuk, stated that chains were unworthy of a cultured and civilized state. The Socialists and minority groups in the Sejm, who opposed this item, were outvoted by the Polish Deputies.
