Dr. Samson Rosenbaum former Minister of Jewish Affairs, has completed a bill legalizing the Jewish National Council. The bill also provides that every Jew who declares himself unwilling to join the Jewish Community is automatically exempt from any Jewish obligations. It is not believed, however, that any Jew will take advantage of this provision which was introduced to satisfy the objections of the anti-Semites who claimed that the legalization of the Jewish National Council would create a state within a state in Lithuania.
