Jerusalem-jaffa District Has New Commissioner

J. F. Campbell has been appointed Commissioner of the Jerusalem-Jaffa District, it was learned here.

His assistants will be R. E. Crosbie. Edwin Samuel, Wadia Francis, Revenue Inspector for the South, and N. Fiani. W. J. Miller was appointed District Officer at Jaffa.

JEWISH LEADERS RETURN FROM EUROPE; OTHERS ARE EXPECTED HERE SOON

Dr. Stephen S. Wise returned yesterday afternoon on the steamer President Roosevelt from Europe, where he attended the meetings of the Zionist Actions Committee, the conference of Liberal Jews and the meeting of the Committee of Jewish Delegations.

Louis Lipsky, president of the Zionist Organization of America, is returning today on the Mauretania.

Dr. Henry Moskowitz, chairman of the National Executive Committee of the Ort Reconstruction Fund and a member of the Executive Committee of the Joint Distribution Committee, returned Wednesday on the Homeric from a two months’ trip through Europe. Dr. Moskowitz participated in the International Conference of the Ort

"The sad plight of the Jews occasioning the $25,000,000 United Jewish Campaign in America was not exaggerated Israel in Eastern Europe is bleeding and needs healing. American Jews will be encouraged to know that the funds they are sending are being used not alone to succor the orphan, the sick and the starving but the greatest portion is being devoted to the reconstruction of Jewish life destroyed and shattered by pogroms, war and famine," Dr. Moskowitz declared in a statement to the press.

"While the colonization work is good and should be encouraged, the Russian Jews are all for it, we must remember that it cannot reach a large percentage of the Russian Jewish population. All colonization work is expensive, the limited fund and even lands are not immediately available to colonize the mass of Russian Jews in need of a living. The great mass must therefore engage in occupations provided by the cities and towns," he stated.

Dr. Bernard A. Kahn, European representative of the Joint Distribution Committee, will sail from Cherbourg on September 15, advices received from Berlin state. He is expected to arrive in New York on the 22nd. He will be accompanied by Dr. Joseph A. Rosen, head of the Agrojoint in Russia. Jacob Billikopf, who visited the Jewish colonies in Russia, will sail for America a few days later, the advices from Berlin state.

Dr. David de Sola Pool, President of the Young Judaea Organization of America and rabbi of the Spanish and Portuguese Synagogue of New York will arrive on the Mauretania, after a two months sojourn in Palestine where he made preparations for the establishment of a Nathan Straus Health Center.

Dr. Pool also made a survey of the status of the Jewish youth in Palestine and the progress of the Hebrew Scout Movement, which is sponsored by Young Judaea.
