Negotiations for the purchase of the Delaware and Northern Railroad, a line of 37.2 miles in Delaware County, between East Branch and Arkville. have practically been completed by Samuel E. Rosoff, New York subway builder, who began life as a Park Row newsboy. An offer by Mr. Rosoff of $750,000 has been accepted by the railroad’s receivers, who have been operating the line at a deficit. Part of the line is on land which is expected to be required by New York City for the projected reservoir along the Delaware River.
The purchase is now subject to approval by the United States Court for the Northern District of the State. Officials of the road said that Mr. Rosoff is the sole purchaser. If he buys the line alone, approval by the Public Service Commission will be obviated.
