Conditions under which Jewish migrants must travel to Biro-Bidjan are abnormal and steps must be taken to make them normal, writes the responsible secretary of the Central Administration of the Ozet in an article in Emess.

The migration movement is increasing, he reports. Up to July an average of 500 emigrants passed through Moscow each month. In July, 500 passed through in twenty days. This increase of the migration movement has been accompanied by increased difficulties.
