Leopoldo Arosemena, Panamanian Secretary of Government and Justice, today urged the National Assembly to establish concentration camps for Jewish and other European refugees who are in Panama without proper papers or the possibility of repatriation under present circumstances, the Associated Press reported from Panama City.
