U.N. Body Gets Proposals Permitting Individuals to Petition on Human Rights Violations

France, India and Chile today filed separate proposals with the U.N. Commission on Human Rights which would Permit individuals to petition against violations of human rights. These three proposals were put forth after the United States and Britain jointly submitted a recommendation barring individuals from the right of petition–a privelege which the U.S. and Britain would limit exclusively to governments.

The Government of Israel has ratified the international Convention on civil aviation and will this month become a member of the International Civil Aviation Organization, it was revealed here today. The organization, which is a specialized agency of the U.N., opens its third annual session in Montreal tomorrow when Israel’s membership is due to be ratified.
