The United Nations Middle East peace envoy, Dr. Gunnar V. Jarring, was informed by Israel late last month that any settlement reached with the Arabs must include a halt to terrorist activities, Foreign Minister Abba Eban disclosed in the Knesset (Parliament) today. Mr. Eban said that the message was conveyed by a special emissary to Dr. Jarring who was in Copenhagen at the time. Israel also delivered the same message to the United States.
Mr. Eban said the message was a response to Egyptian statements that the Arabs might agree to a political settlement with Israel without tying the hands of the guerrilla organizations which would be free to continue their activities. He said such an arrangement would be tantamount to making peace without including the enemy’s armored or air forces in the agreement. The terrorist organizations, he said, were one of the arms with which the Arab governments continue to wage war against Israel.
The Foreign Minister said the world should view yesterday’s air raid on terrorist bases in Syria as it might have regarded raids during World War II on Nazi SS (Elite Corps) training bases or on persons training for duty in Nazi death camps. He said the terrorists oppose peace, freedom and a Jewish state and favor murder, violence and dictatorship. He noted that they even oppose regimes of some of the Arab states.
