The U.S. House of Representatives is expected to vote Wednesday whether to pave the way for national hate crimes legislation. While the House motion would be a nonbinding resolution, its approval would enhance the chances that the legislation, which enjoys bipartisan support and the backing of the Clinton administration, will be passed before Congress recesses in October.
