The German city of Leer is planning a memorial to local Jews who were murdered by the Nazis. Mayor Wolfgang Kellner said he hopes to dedicate the site on Nov. 9, 2002, the anniversary of the Kristallnacht pogrom in 1938, when the synagogue in Leer was destroyed along with hundreds of others in Germany and Austria.
