Yasser Arafat’s Fatah movement reportedly issued a pamphlet in Hebron threatening to cut off the limbs of any Palestinian involved in crime. The pamphlet was issued following a recent increase in thefts and burglaries in Hebron, according to the Jerusalem Post.
