Israel barred Palestinian delegates from attending a conference in London as part of its response to a double suicide bombing Sunday in Tel Aviv that killed 22 people and wounded more than 100. The delegates were to meet in London later this month to discuss reforms demanded by the United States as a first step toward the establishment of an independent state.
