Some 850 emissaries for the Jewish Agency for Israel will cast absentee ballots Thursday for Israel’s Jan. 28 elections. Israeli law permits diplomats, servicemen and women, members of the merchant marine and emissaries serving abroad to vote by absentee ballot.
