The United States is “disappointed” by Israel’s failure to dismantle unauthorized settlement outposts. Secretary of State Colin Powell brought up the outposts in his meeting Tuesday with Silvan Shalom, the Israeli foreign minister. Shalom presented Powell with a list of 81 outposts Shalom said had been dismantled since 2002, and he said 28 remaining outposts were in the process of being dismantled.
