The Palestinian Authority has backtracked on all agreements reached for a joint declaration, Israeli officials say.

Negotiators have been working for weeks on the declaration, to be presented at the upcoming Annapolis peace conference.

Senior Israeli diplomatic officials also said that talks between Israeli and Palestinian negotiators have stalled.

It is unlikely that a joint document will be produced before the peace conference scheduled for later this month. Each side could present its own document.

Israeli Prime Minister Ehud Olmert and Palestinian Authority President Mahmoud Abbas are scheduled to meet Monday. Invitations for the conference are to be issued Tuesday.
