Here is the list of governments that summoned the Israeli ambassadors to their countries following the flotilla incident May 31:

  • Austria
  • Belgium (five Belgian nationals were aboard the flotilla. Belgium takes over the European Union’s chair at the beginning of July)
  • Brazil (one Brazilian citizen was aboard the flotilla)
  • Bulgaria (two Bulgarian journalists were aboard the flotilla)
  • Cyprus (40 activists had been barred from joining the flotilla by the Cypriot government, which did not allow the flotilla to dock in its ports or sail in its waters)
  • Denmark
  • Egypt (the other country bordering Gaza, Egypt enforces the blockade of Gaza by land)
  • Finland
  • France 
  • Germany (six German citizens were aboard the flotilla)
  • Greece (also suspended a military exercise with Israel and postponed a visit by Israel’s Air Force chief)
  • Ireland (the Rachel Corrie, a ship Israel intercepted several days after the flotilla incident, was Irish-owned)
  • Jordan
  • New Zealand
  • Nicaragua (suspended diplomatic ties, though there is no Israeli embassy in Nicaragua)
  • Norway
  • South Africa (recalled its ambassador to Israel)
  • Spain
  • Sweden
  • Turkey (recalled its ambassador to Israel)
  • Venezuela (President Hugo Chavez, who expelled Israel’s ambassador from the country in the wake of the 2009 Gaza war, called Israel’s actions on the high seas a "brutal massacre")
