According to the new regulations, only four categories of immigrates are now admitted into Palestine:
The four categories are: Wives and minor children of Palestine residents; students for whose maintenance the educational institutions in Palestine will undertake responsibility for a period of three years at least; wealthy persons whose activity might be useful to the country; political emigrants from Russia.
