Six labor exchanges will be opened next week in the principal towns of the West Bank districts of Judaea and Samaria. The move is in line with last month’s Cabinet decision that West Bank Arabs may be employed in Israel whenever there is a shortage of local labor. Applications from Israeli employers for Arab workers will be accepted by the exchanges only if the labor exchanges in Israel confirm the existence of a labor shortage and certify that there are no Israelis available to fill the vacancies. The labor exchanges were instituted on the West Bank because of a widespread practice by Israeli employers of recruiting Arab workers on their own, usually at lower wages than prevail for Israeli workers.
