A right-wing extremist party failed to win a parliament seat in weekend parliamentary elections in Germany. The extreme-right National Democratic Party, which had not run in the elections five years ago, won 4 percent of the vote, 1 percent shy of the minimum required to earn a seat in the state legislature of Saarland.
