A U.S.-based think tank unveiled a plan for achieving Middle East peace after the war on Iraq. “Winning the Peace in the Middle East,” produced by the Washington Institute for Near East Policy, outlines a plan with three options for Israeli-Palestinian peace — one that includes a return to bilateral negotiations, a second that creates a provisional Palestinian state and a third, less desirable, option of coordinated unilateral separation.
